[MN] My niece [14F] had her new Northface jacket stolen from her locker at school, they refuse to do anything, despite video evidence, and instead they insist the thief has “rights”

So this is something I just learned of today. Apparently my niece, who is in highschool, received a brand new Northface jacket for Christmas in 2018. Sometime between now and then, a girl at her school opened her locker, stole her jacket outright and now is denying it. My mother called the school (she is her legal guardian) and the school claims they have video evidence, but they cannot do anything about it as the girl has ‘rights’. Is there any validity to their claim about her ‘rights’? If there’s video proof couldn’t we press charges for the jacket itself?
